Six-week summer holiday

School refurbishment is shaped by the calendar. Most noisy, dusty or disruptive work has to fit into the summer holiday, with smaller packages at Easter and half terms, and the building has to be safe and clean for pupils on the first day back.

Costs per square metre are higher than offices because school work bundles building services, fire safety, safeguarding and accessibility into short windows.

Welsh Government cost standard benchmarks for school refurbishment, 2026 figures on a Q4 2025 base (published July 2026). They are programme-level allowances including a share of whole-building costs, so a single classroom refresh costs far less per m². Award value from Contracts Finder. A guide, not a quote. Planning school works

Start in the autumn for next summer

To be on site in late July, a school normally needs the scope agreed by early spring, surveys (including asbestos) done in term-time out of hours, tenders returned by Easter and a contract signed by May, so that long-lead items arrive in time. Leaving decisions to June is the commonest reason summer works overrun into September.

Department for Education guidance

The DfE's Good Estate Management for Schools guidance sets out how schools should plan, maintain and improve their buildings, including the competence expected of whoever manages a project. Ventilation should meet Building Bulletin 101 and acoustics Building Bulletin 93. Academy trusts, voluntary aided schools and maintained schools have different routes to capital funding, so check who the client is and who must approve.

Safeguarding and occupied sites

Even in holidays, schools run clubs and have staff on site. The contractor's site must be fully separated, workers who may come into contact with pupils need appropriate checks, and access, deliveries and toilets for the site team must be agreed with the school. Asbestos is common in schools built before 2000, which makes the refurbishment and demolition survey essential.

Buying the work

Local authority and academy trust frameworks are common for school works and can shorten procurement. Smaller schools sometimes pool packages across a trust to attract better prices. Whichever route, the school or trust is the client under CDM and must make the appointments the Regulations require.

School refurbishment questions

How much does a school refurbishment cost per m²?

The Welsh Government's 2026 benchmarks allow about £2,256 per m² for light refurbishment, £3,541 for medium and £4,575 for heavy, as programme-level figures. Individual packages vary widely: recent public awards include £94,802 for one primary school's toilets.

Can a school refurbishment be done in the summer holiday?

Most single-block or single-package jobs can, if they are designed, priced and ordered by May. Larger schemes are phased over several summers or use temporary classrooms.

Who is the client for school building work?

Whoever commissions it: the local authority for many maintained schools, the trust for academies, or the governing body for some voluntary aided and foundation schools. The client carries CDM duties.

Do school works need building regulations approval?

Yes, for most work beyond like-for-like repair, including new layouts, fire doors, ventilation and lighting changes.

What about asbestos in school buildings?

Many schools built before 2000 contain asbestos. Before refurbishment disturbs the fabric, a refurbishment and demolition survey of the affected areas is needed, following HSE's HSG264.

What standards apply to classrooms?

Building Bulletin 101 for ventilation and indoor air quality, Building Bulletin 93 for acoustics, and the general building regulations for fire, access and energy.
